Abstract

Aotearoa New Zealand is currently going through a subtle but relentless social revolution that is changing the way individuals and communities interact with and shape the urban environment as a response to a crippling housing crisis (Housing Affordability Inquiry, 2012), affecting both the number of households and their quality across the country (Chapman, 2016). Grassroots organizations have started investigating alternatives to traditional and established housing models (Southcombe, 2018), initiating a new narrative around how housing is built, owned, financed, and shared. This study investigates the potential of Community Land Trusts (CLTs) and limited-profit housing development companies through the framework of urban commoning and democratic urban development as a way to address housing affordability and increase housing provision. Following an extensive qualitative analysis of national and international case studies, this study evaluates the feasibility, challenges, and opportunities associated with integrating CLTs into the housing continuum (TUA, 2021), and supports the establishment of a competent and dedicated state-supported limited-profit housing development sector in Aotearoa, New Zealand.
